Reports & Supporting Documents

Five documents are published here: two product test packages and one supplier assessment. Each entry states the subject, the reference number, the date and the page shown, so you can judge the scope before you rely on it.

What This Page Shows, And What It Does Not

This page shows document scope, not a product range. A test report describes a sample and a bill of materials on a date. A supplier assessment describes a company on a date. Neither one transfers automatically to a different product, a different material or a later production run.

What you can do here: read what each document covers, open the full page image, see which document we would send for a project like yours, and understand where each one stops. What you cannot do here is download a complete report or treat one page as a certificate for everything we make.

The five entries fall into three groups. Two belong to the EN 71 package from April 2023. Two belong to the ASTM F963 and CPSIA package from June 2025. One is the Alibaba.com verified supplier assessment dated July 2026. Only the last one is about the company; the other four are about named samples. How a new test is arranged for a project, and who supplies what, is covered on Testing And Compliance Support.

Published Documents

Five documents are published: three cover or certificate pages and two report excerpts, covering two sample packages and one supplier assessment. The table lists them at a glance; each card below adds the subject, the standards printed on the document and the limit that applies when you cite it.

How To Check A Document’s Scope

Check these five points against the card before you cite the document. They are the fields that decide whether the paper in front of you describes your product, or a different one from an earlier year.

  • Who holds it. The 2023 certificate names Orui as applicant. The 2025 CPC names Orui as the company maintaining test records, with the importer masked. Those are different roles.
  • Whether the pair is complete. The 2023 certificate states it is valid only with report COBO23040583; the same number appears on the report excerpt. A certificate quoted without its report is half the evidence.
  • How specific the subject is. The 2023 certificate names a “Plush Toy” with no model. The 2025 CPC names a “Stuffed Doll Plush Toy”, model 20250619. A model number travels further in an audit than a generic description.
  • Which page you are reading. Two of the five entries are page 2 of a longer report, marked 2 of 10 and 2 of 12. The card states the page so the excerpt is never mistaken for the file.
  • How long it runs. Only the supplier assessment carries a printed validity window, 31 July 2026 to 30 July 2027. Product test documents carry a date, not an expiry date.

What EN 71, ASTM F963 And CPSIA Cover

These frameworks cover different things. EN 71 is the European toy safety standard, ASTM F963 is the United States toy safety specification, and CPSIA is the United States law that requires, among other things, a Children’s Product Certificate for children’s products.

  • EN 71. A multi-part standard. Part 1 covers mechanical and physical properties, part 2 flammability, and part 3 migration of certain elements. The 2023 certificate on this page lists those three parts to the versions printed on it.
  • ASTM F963. The US toy safety specification, covering mechanical and physical requirements, flammability and certain heavy elements, among other clauses. The 2025 package on this page tests a specific model against it.
  • CPSIA And The CPC. For US children’s products subject to applicable CPSC safety rules, the responsible manufacturer or importer issues a CPC based on the required supporting tests.
  • CE Marking. The manufacturer is responsible for conformity assessment and CE marking under the applicable EU requirements. A test report may support that assessment; it is not an EU declaration of conformity.

Which framework applies depends on where you sell, the age group and the product itself. If a specific clause matters for your market, name it before the order so the test scope can be written around it.

Official guidance on these frameworks is published by the US Consumer Product Safety Commission and the European Commission. These links are general guidance only; the documents on this page remain the scans dated and numbered as issued.

Documents Issued For An Order

Most of the paperwork in a plush project is created for that project, not published here. These are the records that travel with an order, and the list is worth agreeing before production starts.

  • Approved sample record with the version number, the approval date and the person who signed it.
  • Specification and bill of materials at the version that was quoted and approved.
  • Inspection plan and inspection records for your production run, with the sampling level and defect classes stated.
  • Test report for your sample when testing is commissioned, naming the applicant and the scope.
  • Packing list and commercial invoice at shipment, matching the cartons and the order.
  • Pattern and technical files where the contract provides for them, usually under NDA.

Work is custom only, from one piece, with no ready stock. Documents follow the order rather than a catalogue, which is why this page publishes samples of past documents and a route to request the ones that match your project.

How To Request Documents

Ask for the document that matches your market, not the whole folder. A request with the details below can usually be answered with the right file, or with a clear statement that the file does not exist yet and would be created by testing.

  • Product description or artwork, and the model or reference if one already exists.
  • Target market and sales channel.
  • Intended age group.
  • The standard, part or clause you need, if you already know it.
  • Quantity and timing, so the answer can say whether testing fits the schedule.
  • Whether an NDA is required before files are shared.

What These Documents Do Not Prove

A document is evidence of one thing. These are the limits we apply when we talk about them, and the same limits apply when you cite them to a buyer or an auditor.

  • They are not a range certificate. Each product test document names a sample, a model or a bill of materials. A different plush is a different test.
  • They are not factory certification. The only company-level document here is the supplier assessment, and it is an assessment, not a product safety certificate.
  • They are not market approval. A test report does not clear customs, register a product or replace the importer’s own obligations.
  • They are not a substitute for your own file. If you are the importer or the brand owner, the declaration and the technical file are yours to hold.
  • Excerpts stay excerpts. Where a page is published rather than the full report, the page number is stated on the card.

If Your Product Differs From These Samples

These five documents describe named samples, so a new design starts with an empty file. A different fabric, filling, coating, component, size, age group or market is a different test position, and the documents above cannot be carried over to it.

What happens next is a testing decision rather than a document request: the specification is compared with the closest report, and a qualified testing provider or the responsible party decides, for that product, market and the requirements in force, whether additional testing or other evidence is needed. Testing And Compliance Support explains how that scope is chosen and who supplies what.

Frequently Asked Questions

Are You CE Certified?

CE marking is applied to a product under the applicable directive, not to a factory. We hold EN 71 test evidence for the sample named in COBO23040583, and testing for a new project is arranged with an accredited laboratory. We do not describe the company as a CE certified factory.

Do You Have ISO 9001, BSCI Or Sedex?

No. The only third-party company document available is the Alibaba.com verified supplier assessment 494022235_P+T, valid from 31 July 2026 to 30 July 2027. We do not claim a management-system certificate we do not hold.

Can I See The Full Test Reports?

The images published here are excerpts, with the page number stated on each card. Full reports are shared for a project under NDA, with the applicant, the sample and the clause list visible so you can check the scope yourself.

Do These Documents Cover My Product?

Not automatically. They cover the sample, model or bill of materials named on each document. A new design, a new fabric or a new component needs its own test position, which is quoted with the project.

Which Standards Do These Documents Cover?

The 2023 certificate covers Toys directive 2009/48/EC and EN 71 parts 1, 2 and 3 to the versions printed on it. The 2025 package covers ASTM F963 and CPSIA requirements for model 20250619. REACH is not part of either package, so ask separately if your market requires it.

Who Is The Applicant On These Reports?

Orui is named as applicant on the 2023 EN 71 certificate and report, and as the company maintaining test records on the 2025 CPC. The importer field on the CPC is masked. A report held by a supplier is not the same as one held by your own brand.

How Current Are These Documents?

The EN 71 package is dated 19 April 2023, the ASTM F963 and CPSIA package was tested on 27 June 2025, and the supplier assessment was reported on 30 July 2026 with validity to 30 July 2027. Dates are printed on the cards rather than summarised here as “current”.

Request The Documents For Your Project

Send the product, the market, the age group and the standard you need. We will tell you which document applies, which one would have to be created, and what that means for the schedule.
